Quality Control Doesn't End when Asphalt is Installed

People are increasingly asking a harder question, and it isn't about how the job looked at handoff, it's about how it will look in ten or twenty years.

Ten years ago, project quality was largely measured by what happened on the day construction ended: whether the pavement had a smooth surface, properly placed asphalt, acceptable density, strong compaction numbers and clean joints. If a project met specifications and looked good at handoff, it was generally considered a quality job.

No one has abandoned that standard. However, today, the conversation around quality has expanded toward whether the pavement actually holds up.

Redefining “Quality Control”

Owners, facility managers and contractors are increasingly evaluating pavement based on its life cycle costs rather than its initial installation price.

A parking lot or roadway that still performs 15-20 years after installation is complete is the result of quality workmanship during construction, combined with planning, preservation and consistent maintenance throughout the pavement lifecycle.

Many contractors understand how pavement fails but still leave owners without a clear maintenance plan once construction is complete. Not only is it a part of the job that gets skipped too often, but it is a missed opportunity. A simple maintenance schedule—sealcoat this year, crack fill by this date, watch for these warning signs—can significantly extend pavement life.

Another key is selecting the right asphalt mix based on a thorough understanding of existing site conditions. That's why the definition of quality control has expanded.

Why Choosing the Right Mix is Essential

Choosing a lower-cost mix may reduce upfront costs, but it can also result in pavement that deteriorates prematurely if the material isn't suited for the application.

In that respect, quality control means making informed decisions upfront that maximize long-term pavement performance.

It is also important to have appropriate testing and planning before starting the work. Having a full understanding of the pavement by gathering data through coring existing pavement to determine its condition as well as its thickness is important.

Testing and planning at a site influence decisions ranging from milling depth to overlay design. The more information collected upfront, the better prepared a project team is to communicate realistic expectations, find the correct solution and deliver a pavement that will have lasting performance.

Transparency Is Part Of Quality

Quality control also depends on transparent conversations before work begins. Sometimes that means explaining why one mix is more expensive than another, or why one proposal might come in higher than a competitor’s bid because it specifies a premium mix versus a lower-cost alternative.

On paper, it may be difficult for an owner to justify that difference. If the owner’s goal is to have the pavement perform over time, and there is a transparent conversation explaining why those decisions matter, it can help the customer better understand the entire scope.

Being honest about the things that aren’t known is also an important part of the process. Even with detailed planning, there are conditions beneath the surface that often can’t be confirmed until the work begins.

That type of conversation shouldn’t be avoided just to win the work. Being upfront about potential issues and encouraging owners to budget for unforeseen conditions helps prepare them for what may happen once construction begins.

Don’t Ignore Warning Signs

Asphalt pavement rarely fails without warning. Traffic, weather and water infiltration leave visible signs that can help provide owners with insight into how the pavement is performing below the surface.

Sometimes, the smallest defects deserve the most attention. A crack, for example, may not look like much, but it gives water a path into the pavement structure. Once water reaches the base, the deterioration below the surface has already started, even if the actual surface still looks good.

Waiting until a pothole appears and creates a liability risk almost always means the problem has been developing for months or even years. At that point, what could have been a simple low-cost crack sealing or drainage correction often becomes a much larger repair.

Preventive maintenance is part of quality control. It involves addressing early warning signs before they become real structural problems, and before they lead to a complete overlay or full rebuild. It includes performing routine inspections, crack sealing and sealcoating done at the right time and correcting drainage issues to keep water out of the pavement.

The industry is shifting toward greater accountability for long-term pavement performance, not simply whether a project met specifications on the day it was completed.

Pavement management software is becoming more common among private owners, not just public agencies. Contractors are going to be expected to hand over maintenance guidance as part of the job, not as an add-on service.

Data drives a lot of this. The easier it gets to track how pavement holds up, the harder it will get for contractors to hide behind that idea that it looked fine when they left.

Quality is no longer defined by how pavement looks on the day construction ends. It's measured by how well that pavement performs years later. Contractors who embrace that mindset will be better positioned to deliver lasting value and build stronger relationships with their customers.
